Against this background, Ho Chi Minh City University of Law (Hello88 online) has published the key contents of four proposals to open new undergraduate programs in Financial Technology (FinTech), Digital Economy, E-Commerce, and Chinese Language, while preparing the necessary conditions for student enrollment from 2026.

The introduction of these four new programs not only marks the next step in Hello88 online’s strategy to become a multidisciplinary university but also confirms a consistent direction: developing new fields of study based on the University’s core strength in law. According to Lê Văn Hiển, MA, Deputy Head in charge of the Department of Academic Affairs, multidisciplinary development does not mean spreading resources too widely or reducing the quality of traditional law programs. On the contrary, law remains the central pillar, identity, and core competitive advantage of the University. Programs in Law, International Trade Law, Law and Business Administration, and other legal fields will continue to receive investment and quality improvements alongside the development of new academic programs.

Built on an academic ecosystem with a strong foundation in law developed over many decades, supported by an experienced teaching staff and an extensive network of partnerships with public authorities and businesses, the new programs connect technology, economics, and business with legal thinking. They aim to develop human resources capable of adapting to and leading changes in the digital economy.


FINANCIAL TECHNOLOGY (FINTECH): DEVELOPING HUMAN RESOURCES FOR THE DIGITAL FINANCIAL ECOSYSTEM

The development of AI, Big Data, Blockchain, and digital banking is fundamentally changing the way financial systems operate. At the same time, there is a growing demand for professionals who understand finance, can apply technology, and are able to manage risks within legal frameworks.

Hello88 online’s Financial Technology program is built on a Finance, Technology, and Law model and consists of 121 credits. In addition to basic knowledge of economics, finance, and management, students will study areas such as digital banking, AI in finance, Big Data analysis, Blockchain, Python programming, and financial risk management. They will also gain legal knowledge related to banking, finance, personal data protection, cybersecurity, and anti-money laundering.

According to Assoc. Prof. Dr. Cao Minh Trí, Dean of the Faculty of Management, the main difference of the program is that it does not focus on advanced software development. Instead, it aims to develop students’ ability to manage, operate, and apply technology on a foundation of legal knowledge. With law-related courses accounting for approximately 15% of the curriculum, students will be prepared to meet the growing requirements for compliance and risk management in the digital financial sector.

After graduation, learners may work in various positions, including financial data analysis, digital financial product development, risk management, digital banking operations, and the implementation of technological solutions in the finance and banking sectors.


DIGITAL ECONOMY: DEVELOPING DATA ANALYSIS SKILLS AND CREATING NEW ECONOMIC MODELS


While Financial Technology reflects the transformation of the financial sector, Digital Economy reflects changes across the entire economy under the influence of data and technology.

Hello88 online’s Digital Economy program consists of 123 credits and combines economics, management, data, digital technology, and law. Students will study data analysis, AI, Blockchain, Digital Marketing, FinTech, E-Commerce, and digital project management. They will also gain knowledge of public administration, investment, personal data protection, cybersecurity, and legal regulations in digital environments.

E-COMMERCE: DEVELOPING HUMAN RESOURCES FOR THE DIGITAL BUSINESS ECONOMY

The rapid growth of E-Commerce has not only changed consumer behavior but also created significant demand for professionals who can manage and operate the entire digital business ecosystem.


Hello88 online’s E-Commerce program is designed based on a Business, Technology, and Law model and consists of 124 credits. Students will gain knowledge of online marketing, website management, electronic payments, business data analysis, supply chain management, and logistics. They will also study legal issues related to electronic contracts, intellectual property, consumer protection, and data protection.

One of the main features of the program is its compulsory practical component, which includes business experience, simulated E-Commerce projects, and professional internships. According to Nguyễn Tấn Phong, Vice President of the Vietnam E-Commerce Association (VECOM), working with businesses from the third year of study allows students to gain practical experience and develop professional skills at an early stage. At the same time, it allows businesses to participate directly in the education and recruitment process.

VECOM has also expressed its willingness to work with Hello88 online to expand connections with businesses, E-Commerce platforms, technology companies, and logistics companies, thereby creating more opportunities for students to take part in company visits, internships, and employment.


CHINESE LANGUAGE: DEVELOPING FOREIGN LANGUAGE SKILLS CONNECTED WITH LAW AND INTERNATIONAL TRADE

As economic and investment cooperation between Vietnam and Chinese-speaking countries and territories continues to grow, there is also an increasing demand for professionals who are proficient in Chinese and understand international legal and business environments.

Unlike many traditional language programs, Hello88 online’s Chinese Language program is built on a Language, Commerce, and Law model. The program consists of 124 credits and develops students’ four language skills of listening, speaking, reading, and writing, as well as translation and interpretation, intercultural communication, and digital skills. After completing the program, students are expected to achieve Chinese language proficiency equivalent to HSK Level 5 or 6, with two specialized areas: Legal Chinese and Business Chinese.

According to Dr. Phan Thị Hà, Head of the Chinese Language Department at the Faculty of Legal Languages, while there are many Chinese speakers in today’s labour market, there is still a significant shortage of professionals who can use Chinese in specialized fields such as law, international trade, investment, import and export, and logistics.

By combining foreign language skills with legal and business knowledge, the program helps students not only become proficient in Chinese but also develop the skills needed to take part in negotiations, handle contracts, provide professional advice, and work in international business environments. This is a key advantage that can expand learners’ career opportunities in foreign-invested enterprises, multinational corporations, international organizations, foreign affairs agencies, and legal practice organizations with international elements.


AN INTERDISCIPLINARY EDUCATION ECOSYSTEM FOR THE DIGITAL ECONOMY AND INTERNATIONAL INTEGRATION
