On June 5, at the headquarters of the Ministry of Education and Training (MOET), a conference was held to announce personnel decisions concerning leaders of higher education institutions and vocational education institutions under the Ministry’s authority.
Guided by Resolution No. 71-NQ/TW of the Politburo, the Law on Higher Education 2025, the Law on Vocational Education and Training 2025, and other applicable regulatory instruments, the Ministry of Education and Training has, over recent years, undertaken a coordinated and system-wide effort to strengthen the leadership apparatus of educational institutions under its authority. Through sustained leadership, strategic oversight, and disciplined implementation, the Ministry has placed particular emphasis on the consolidation of institutional leadership teams, ensuring a high degree of alignment between Party-building responsibilities, university governance, and executive management across the education sector.
At the conference, the Minister of Education and Training officially presented the appointment decision to Dr. Lê Trường Sơn, Rector of Ho Chi Minh City University of Law, and conferred the appointment decision upon Associate Professor Dr. Vũ Văn Nhiêm, who assumes the position of Vice Rector of the University.

Earlier, on 22 October 2025, the Minister of Education and Training issued Decision No. 2929/QĐ-BGDĐT, formally recognizing Dr. Lê Trường Sơn as Rector of Ho Chi Minh City University of Law for the 2025–2030 term of office. Subsequently, on 18 May 2026, the Minister promulgated Decision No. 1228/QĐ-BGDĐT, appointing Dr. Lê Trường Sơn, Deputy Secretary of the University Party Committee and Rector of Ho Chi Minh City University of Law, to continue serving as Rector for a five-year tenure.
The Minister of Education and Training formally presents the appointment decision appointing Associate Professor Dr. Vũ Văn Nhiêm as Vice Rector of Ho Chi Minh City University of Law.
In a related decision, the Minister of Education and Training signed Decision No. 1298/QĐ-BGDĐT dated 22 May 2026, appointing Associate Professor Dr. Vũ Văn Nhiêm to the position of Vice Rector of Ho Chi Minh City University of Law. The appointment takes effect from 22 May 2026 and remains valid until the statutory retirement age prescribed by law.

With these appointments, the Executive Leadership Board of Ho Chi Minh City University of Law now comprises Dr. Lê Trường Sơn, Rector, together with the Vice Rectors: Professor Dr. Đỗ Văn Đại, Associate Professor Dr. Trần Việt Dũng, and Associate Professor Dr. Vũ Văn Nhiêm.
The appointments mark an important milestone in the University’s ongoing institutional development strategy and are expected to further strengthen its capacity to fulfil the strategic objectives set forth in Decision No. 1156/QD-TTg dated September 30, 2022 of the Prime Minister approving the Overall Scheme on further building Hanoi Law University and Ho Chi Minh City University of Law into key universities in training law officers.
In the coming period, Ho Chi Minh City University of Law will continue implementing the necessary procedures to complete the appointment of the Secretary of the University Party Committee in accordance with the regulations governing Party organizations within public higher education institutions.
